USAID: Education Recovery Support Activity (ERSA)RFA-688-15-000001USAID/Mali intends to provide approximately $15,250,000 in total USAID funding for the life of the award. USAID intends to award one (1) Cooperative Agreement pursuant to this RFA. However, in exceptional circumstances, this amount may be adjusted depending on the grant timeframe, the applicant's institutional capacity, the geographic scope of the proposed program, and the type and extent of partnership or other teaming arrangements that are proposed. USAID reserves the right to fund none of the applications submitted. Subject to the availability of funds, this five-year Cooperative Agreement will be funded through the Development Assistance (DA); Basic Education account.
Applicants should note that in Year 1, the Mission intents to obligate between $4 and $5 million, an initial investment that is considerably higher than the estimated $2-3 million in incremental funding planned annually for the remainder of the project. Applicants should look strategically at how to take maximum advantage of these concentrated Year 1 resources, for example through procurement of instructional materials for teachers and students, rehabilitation and equipment of infrastructures, frontloading of any proposed sub-awards (sub-contract/sub-grants), or other activities to foster engagement and build capacity of key stakeholders and MOE staff, etc.
USC may only submit one application in response to this program announcement. Your application submission MUST be coordinated with the Office of the Vice President for Research. Please send a two page abstract via email to Richard White (whitejrw@mailbox.sc.edu) by March 9, 2014. In addition to the 2-page abstract, you should also submit a biosketch for the PI.
